Description
Between Ocean City, MD and Lewes, DE the state of Delaware has about 25 miles of Atlantic Ocean coastline. Three sections of this area are are state parks and allow off-road vehicles but only for the purpose of salt-water fishing. A permit is required and regulations are enforced. The permit is $65 in state and $130 for those from out-of-state.
These state parks are called Cape Henlopen (in the North near Lewes), Delaware Seashore (in the middle near Rehobeth Beach), and Fenwick Island (in the South near Ocean City, MD).
Regulations
Permit-holder must be actively engaged in surf fishing when the vehicle is out on the beach. Appropriate fishing gear must be present - bait, tackle, pole.
For the safety of the fishermen, vehicles must carry a low-pressure tire gauge, a tow rope/chain, a board, jack, and shovel.
Permit regulations are strictly enforced. Violations may result in a fine of $25 to $250 for a first offense and $50 to $500 for a second offense.

From the North via car ferry from Cape May, NJ across the Delaware Bay to Lewes, DE.
From the East via Rt 404 and Rt. 9 to Lewes, DE
From the South (Ocean City, MD) on Rt 1 (the coastal highway)
US 50 to Ocean City is probably the most popular route into the general area.
